Found this turtle near the ocean shore (It's not a sea turtle) what type is it?

I found this turtle by the beach. It was in the ocean, but it does not look like a sea turtle. It looks like a turtle that looks like one you'd buy from the pet store and it looks something like this:
What turtle is this? How did it end up in the middle east. Is it a native species to Kuwait?
